<br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to pull item 23.2 <br />from the Consent Agenda. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Look, <br />and Olson. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Fire Chief Kapler introduced the new firefighters: Kyle Hemmerich, Dave Weigman, Jake <br />Hanson, Carey Schiferli, Don Yamaguchi, Lance Weatherly, Mike Neilson, Rob Tiegen, Bart <br />Hayft, Justin Borer, and Shane Swedeen. <br /> <br />Mayor Gamec thanked the firefighters and their families for the dedication that they have shown <br />to complete the rigorous training to become part of the fire department. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to adopt Resolution <br />#07-12-313 Ending the Probationary Periods and Granting Status as on-call Fire Fighters to these <br />individuals: Kyle Hemmerich, Dave Weigman, Jake Hanson, Carey Schiferli, Don Yamaguchi, <br />Lance Weatherly, Mike Neilson, Rob Tiegen, Bart Hayft, Justin Borer, and Shane Swedeen. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Elvig <br /> <br />CITIZEN INPUT <br /> <br />Winslow Halasek stated that he had attended the Truth in Taxation hearing last week and had <br />asked about the comparison of tax capacity rates between Ramsey and the surrounding cities. He <br />stated that in answering his question, Mayor Gamec had stated that Ramsey does not receive <br />Local Government Aid (LGA) funds and also has it own police department. He stated that <br />Andover has not received any LGA funds since 2002 and Anoka currently receives around $1.2 <br />million in LGA funds. He stated that he compiled information from surrounding cities that <br />showed that 9 cities in the area do not receive any of these LGA funds. He stated that Ramsey <br />has an excellent police department, but also feels that the service Andover gets from contracting <br />with the Anoka County Sheriff s Department is also excellent and both cities budgets are about <br />43% for this service. He showed information that he had compiled on tax capacity rates among <br />Ramsey and the surrounding communities. He noted that Ramsey is right in the middle which, <br />to him, indicates that the City Council and staff are doing a good job in balancing the budget. <br /> <br />Del Howe, 16471 Sapphire Street, stated that he has new information regarding Case #4 and <br />wondered if he should speak now or would he have a chance later in the meeting. <br /> <br />Mayor Gamec stated that he will allow some comments during Case #4. <br /> <br />There being no other citizen input, Mayor Gamec closed this portion of the meeting at 7:22 p.m. <br /> <br />City Council / December 11, 2007 <br />Page 3 of 25 <br />
