<br />Mayor Gamec explained that the InstanTop's owner is retiring and wants to sell the business <br />using RALF finds. He explained that the price to purchase them was too high to consider so it <br />was not bought. <br /> <br />Ms. Frick explained that access to the site is considered. She stated that she reviews with <br />business owners how the Met Council program works. She explained that if the price is <br />reasonable she brings the proposal to the City. She explained that she does not use the list to <br />minimize options of who will be considered. <br /> <br />Councilmember Look stated that he has gotten comments about the Triple X Book Store from <br />community members who would like the City to buy this property. <br /> <br />Mayor Gamec stated that the Book Store owner had last requested $25 million dollars. <br /> <br />Councilmember Dehen asked if there is another area in the City that the business can move to. <br /> <br />Ms. Frick stated that RALF money is used for properties impacted by the transportation changes <br />and map. <br /> <br />Mayor Gamec stated that the Triple X Book Store was involved in a federal lawsuit. <br /> <br />City Administrator Ulrich offered to take another look at the Book Store to see if the owner <br />would consider some options. <br /> <br />Mayor Gamec suggested taking the health inspector with. <br /> <br />City Administrator Ulrich stated that a specific area of floor space can be used to sell adult items. <br />He questioned what the zoning area is. <br /> <br />Assistant Community Director/HRA Exec Director Frolik explained that the Triple X Book Store <br />is in an official zone for adult use for accessory, not principal use. She explained that the <br />business could be located in other zones but needs to be a certain distance from other uses, like a <br />church, so it would not qualify anywhere else. She explained that the business was <br />grandfathered in. She explained that they were told that the Triple XXX Book Store is not <br />defined as an adult business. <br /> <br />Assistant City Administrator Nelson stated that the Hills Property notices were sent today. She <br />explained that the property contains an old house and is directly west of the garden store. She <br />stated that they did not leave a forwarding address. <br /> <br />4) Home Occupation Regulations <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik stated that she <br />prepared a summary of Ramsey's home occupation regulations. She explained that they have <br />been summarized into three categories. She explained that the first is a low profile business in <br />the home that a permit is not needed for.
