<br />Councilmember Olson stated that because of transportation and traffic issues home businesses <br />should be encouraged. <br /> <br />Councilmember Look asked if a permit should be issued or if a hearing should be held. <br /> <br />Ms. Frolik stated that the request for a home business goes before the Planning Commission. <br /> <br />Mayor Gamec suggested the process of a burning permit could be used. He explained that a fee <br />is identified and a decision is made whether to monitor the property. He asked that the process <br />be simplified for the resident and if issues arise they can go before Council. <br /> <br />Councilmember Look stated that an assessment could be required which costs $400 and would <br />be paid by the resident. <br /> <br />Councilmember Jeffrey suggested involving the neighbors ofthe property as part ofthe approval <br />process and prior to issuing a permit. <br /> <br />Councilmember Dehen suggested having the City involved in the process to check that the use is <br />appropriate. <br /> <br />Councilmember Look stated that adjacent neighbors should be involved. <br /> <br />Ms. Frolik stated that there could be feuding neighbors that would not agree. <br /> <br />Mayor Gamec asked what the cost is to Staff for a form and recommends noting violations on it. <br /> <br />Ms. Frolik stated that $50 would be too low. <br /> <br />City Administrator Ulrich stated that they would look at the neighborhood notification process. <br />He commented that sometimes neighbors feel required to agree. <br /> <br />Councilmember Dehen asked how a similar process works for a different city. <br /> <br />City Administrator Ulrich stated that the home occupation permit went through City Council and <br />both Champlain and Moundsview allowed businesses in garages or unattached structures. He <br />stated they could look at options to consider with the Council. <br /> <br />Mayor Gamec stated that there may be some situations that would be bad but he doesn't want to <br />penalize the rest of the community. <br /> <br />Councilmember Look suggested that there be requirements and if the business owner does not <br />comply their permit can be terminated. He stated that complaints can be made and reviewed. <br /> <br />Mayor Gamec suggested considering the costs and requested that the cost be enough to cover the <br />City's' fees.
