<br />Background: <br /> <br />CASE # ,;J- <br /> <br />WATER METER REPLACEMENT PROGRAM <br />By: John Nelson, Utilities Supervisor <br /> <br />The Public Works Committee discussed a case regarding a water meter replacement program. <br />At that time, staff was recommending a fifteen year replacement policy. The Public Works <br />Committee felt that a fifteen year replacement program was too long and directed staff to <br />come up with a 5,6, 7, 7.5, 10 year replacement options and for the full council to review the <br />program. Staff worked out options as directed and presented those along with power point <br />information relating to the cost savings of handling the meter reading in-house. The options <br />are again listed below for your information. <br /> <br />Options: <br /> <br />Option A. <br /> <br />Option B. <br /> <br />Option C. <br /> <br />Option D. <br /> <br />Option E. <br /> <br />Funding Source: <br /> <br />Five year meter replacement program in house <br />Replace 680 residential and 64 commercial water meters per year <br />Total replaced per year 744 to E-coder radio read meters. Cost $205,000 per year <br />Plus one time cost for software, handheld reader and training $10,850 <br /> <br />Six year meter replacement program in house <br />Replace 567 residential and 53 commercial water meters per year <br />Total replaced per year 620 to E-coder radio read meters. Cost $171,000 per year <br />Plus one time cost for software, handheld reader and training $10,850 <br /> <br />Seven year meter replacement program in house <br />Replace 486 residential and 46 commercial water meters per year <br />Total replaced per year 532 to E-coder radio read meters. Cost $147,000 per year <br />Plus one time cost for software, handheld reader and training $10,850 <br /> <br />Seven and a half year meter replacement program in house <br />Replace 454 residential and 43 commercial water meters per year <br />Total replaced per year 497 to E-coder radio read meters. Cost $137,000 per year <br />Plus one time cost for software, handheld reader and training $10,850 <br /> <br />Ten year meter replacement program in house <br />Replace 341 residential and 32 commercial water meters per year <br />Total replaced per year 373 to E-coder radio read meters. Cost $103,000 per year <br />Plus one time cost for software, handheld reader and training $10,850 <br /> <br />The meter replacement program would be funded through the Water Utility Fund, which <br />currently has a positive capital balance. A portion of the balance could be used to finance this <br />project. All of the numbers presented in this case are close estimates, but will require <br />additional refmement before a program is established. <br />
