utility departments. The cost of fuel and unit maintenance and repairs is estimated to be
$5,000 annually. Under this analysis the city would save $9,700 or 23% of the contracted cost
of sewer maintenance annually.

In addition to the cost comparison provided above between contracted and in house sewer
cleaning, city ownership for this piece of equipment there are a number of advantages this city
would enjoy by having this piece of equipment readily available including the following:
1. The ability to respond quickly to emergency situation. When a sewer backup occurred
last year in the new city hall it took a day and a half for a contractor to respond.
2. Sewer cleaning can be scheduled during slow or rainy periods during the public works
schedule.
3. The vac jet truck has significant auxiliary uses for the Public Works and utility
departments such as the removal of sand and sediment from catch basins and water
valves. It can also be used to excavate loose sand material and hydroexcavate for
locates when utilities may be present.

It should also be noted the model policy states that sewers should be televised every ten years.
Contracted televising can be purchased at a rate of$0.50 per foot which would require an
annual expenditure for this service of$12,700. A camera can be purchased for an additional
$30,000. This equipment is anticipated to have a service life often years or an annual cost of
$3,000. Assuming that approximately 500 feet of sewer can be televised in an hour the labor
cost for the city utility would be $2,000 per year. Under this analysis the city would save
$7,700 or 60% of the contracted cost of sewer maintenance annually.

Attachments:

LMC Model Sanitary Sewer Policy
Jet Vac Truck Sample Quotation

Action Statement:

Recommend that council authorize the purchase of a jet vac truck and television equipment in an
amount not to exceed $330,000 with funding to be provided $280,500 from the Sewer utility and
$49,500 from the Storm Water utility

CCWS:

02/12/08

.
