Case #2: C~mmission Compensation. <br /> <br />As the City .is currently drafting its 1993 budget, a question has arisen as to the monthly <br />reimbursements t~or commission members. As stated in Finance Officer Helling's enclosed memo <br />(Exhibit A bf thgse minutes), these payments may be subject to IRS withholding and reporting. <br />All CommiSSions have been asked to give comment as to how they would like these payments to <br />be handled after Sanuary 1, 1993. <br /> <br />After a brief discussion and information from Chairperson Wagner that most Economic <br />DevelopmentCommissions in the area (including Coon Rapids) are not paid. <br /> <br />Motion byi Commissioner Fults and seconded by Commissioner Nelson not to pay the <br />Commissioo members their monthly payments after January 1993. However, this money would <br />remain in tl/e budget of the Economic Development Commission to be used for programs in which <br />the Econornt6Development Commission has become involved. <br /> <br />Motion carded. Voting Yes: Chairperson Wagner, Commissioners Nelson, Fults, Greenberg, <br />Gorecki and Vevea. Voting No: None. Absent: Commissioners Kent and Schroeder. <br /> <br />Commissioner Kent provided additional information from his CPA firm and stated that if an <br />individual r~eceiv~es less than $400 from self-employment per year, they need not include it on <br />individual tax returns. As the Commission members are not employees of the City, they would <br />qualify und~g this rule. Commissioner Kent will do some additional research and provide more <br />info rmation~in the near future. <br /> <br />Case #3: : Sauter & Sons Proposed Concrete Recycling Facility. <br /> <br />The City of Ramsey has received an application for a concrete recycling facility to be located at the <br />corner of C[ounty Road #116 (Industry Avenue N.W.) and County Road #57 (Sunfish Lake <br />Boulevard I~. ,,W.). The site is currently an undeveloped 35 acre parcel which is zoned Industrial. <br />A condition~al use permit is required for this proposed project because of the nature of the use. <br />Some surro~Jnding businesses such as ParaBody, Mate Punch and Die, CAPCO Industries and <br />Waltek, wh~la are more along the lines of light manufacturing, have spent considerable funds on <br />their faciliti~.s. The EDC may wish to recommend denial of the application as received. The EDC <br />should suptlort growth of the local tax base, encourage compatible uses and the protection of <br />people's inv .~stments in their facilities. <br /> <br />The EDC r6Yiewed the somewhat limited information provided Sauter & Sons for their concrete <br />recycling facility proposal. The EDC reserved comment on the issue until additional information <br />was available. This information should include the following as suggested: <br /> <br />a) <br /> <br />b) <br /> <br />Screening for the facility as it is a high visibility area. <br /> <br />Type and layout of the structures that will be located on the site as the site plan provided only <br />shows three stockpiles of material. This will affect the appearance of the facility to area traffic <br />and busilaesses~ <br /> <br />c) The length of the operation on this site.
