PC CASE # ` y <br />GENERAL DISCUSSION REGARDING <br />BOARDS AND COMMISSIONS <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />On occasion members of the Personnel Committee have requested an opportunity to discuss the <br />appointment process and the Attendance Policy for board and commission members. <br />Appointment Process <br />During the recruitment process held in late 2007, some concern was expressed regarding the fact <br />that reappointments of incumbents are made without first giving all interested parties an <br />opportunity to apply for the vacancy. At least one member of the Personnel Committee has <br />expressed interest in having the applications of incumbents who wish to be reappointed <br />considered along with applications of other interested parties. This issue was last reviewed in <br />March 2006. The Policy for Appointing Board and Commission Members is attached for your <br />review. <br />Attendance Policy <br />On at least two occasions board or commission members have missed two meetings within a six <br />month period. In these instances, staff has sent the member a letter reminding them about the <br />importance of regular attendance at meetings. The City's current Attendance Policy is below. <br />Staff is seeking input regarding whether the Attendance Policy and practices reflect the wishes of <br />the Personnel Committee and the City Council at this time. <br />The absence of a Board or Commission member from three or more <br />regularly scheduled meetings of his/her board or commission within any six <br />(6) month period shall be cause for removal of that member from his or her <br />seat on the board or commission. The City Council shall have the authority <br />to remove board or commission members for violation of this policy. <br />EDA staggering of terms <br />In December 2008, the terms of three EDA members will expire.
