Councilmember Elvig noted there was discussion at the Public Works Committee of the importance of the meter replacement program being completed in whole streets and regions in order to be effective. He stated he does not think there is any question but to do this as swiftly as it can be afforded. Public Works Director Olson indicated staff has discussed completing the meter replacements with an additional seasonal employee or utilizing inspectors that are not as busy as is typical. He noted the most difficult part of this program is setting a time that works for the homeowner. The residential properties will likely include after -hours replacements. City Administrator Ulrich stated there is an opportunity to put this in place over the next five years, taking advantage of the lull and flexibility with staff, both in terms of what they are doing as well as their hours, in order to accommodate residents. Consensus of the Council was to direct staff to include the Water Meter Replacement Program on the agenda of the February 19, 2008, Special City Council meeting for Council approval. Finance Officer Lund provided a brief update on utility billings. She stated this week Friday, Opus 21 will convert the first round of City data. On March 15 the data transfer to Opus 21 will be completed. Ms. Lund reviewed the properties that have made payments on the utility under - billings. Dennis Sharp will be attending the City Council meeting tonight to express concerns regarding the bill he received.
