Councilmember Elvig noted there was discussion at the Public Works Committee of the <br />importance of the meter replacement program being completed in whole streets and regions in <br />order to be effective. He stated he does not think there is any question but to do this as swiftly as <br />it can be afforded. <br />Public Works Director Olson indicated staff has discussed completing the meter replacements <br />with an additional seasonal employee or utilizing inspectors that are not as busy as is typical. He <br />noted the most difficult part of this program is setting a time that works for the homeowner. The <br />residential properties will likely include after -hours replacements. <br />City Administrator Ulrich stated there is an opportunity to put this in place over the next five <br />years, taking advantage of the lull and flexibility with staff, both in terms of what they are doing <br />as well as their hours, in order to accommodate residents. <br />Consensus of the Council was to direct staff to include the Water Meter Replacement Program <br />on the agenda of the February 19, 2008, Special City Council meeting for Council approval. <br />Finance Officer Lund provided a brief update on utility billings. She stated this week Friday, <br />Opus 21 will convert the first round of City data. On March 15 the data transfer to Opus 21 will <br />be completed. Ms. Lund reviewed the properties that have made payments on the utility under - <br />billings.
