<br />7.93 Tobacco Sales, Section 4. Fees <br /> <br />No license shall be issued under this ordinance until the appropriate license fee is paid in full. <br />The fee for a license under this ordinance shall be as established annually by City Council <br />resolution. <br /> <br />a. A two-tier license fee structure may be established by City Council in the annual rates and <br />fees, whereby incentive is provided to a license holder to utilize age verification <br />technology that meets performance requirements determined by the City. <br />1. The applicant shall be specifically required by sworn statement to declare <br />whether it will utilize age verification technology. <br />2. The applicant must submit verification of the establishment and utilization of a <br />training program for clerks responsible for the sale of tobacco products. <br />3. The age verification system must be used for every tobacco sale. <br /> <br />SECTION 3. SUMMARY <br /> <br />The following is the official summary of Ordinance #08-05 which has been approved by the City <br />Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />Ordinance. <br /> <br />The ordinance deletes the current term language which states that "all licenses issued under this <br />ordinance shall be valid for one calendar year from the date of issue. The new language amends <br />the term of the license so that it is from January 1 to December 31 and any license applied for <br />after January 1 shall have an effective date of when Council approves the license. Such license <br />shall be in effect through December 31 of that year. <br /> <br />The education requirements section is split into two paragraphs and more clearly defines what the <br />requirements are. <br /> <br />The ordinance deletes the current fees language which states that "No license shall be issued <br />under this ordinance until the appropriate license fee shall be paid in full. The fee for a license <br />under this ordinance shall be as established annually by City Council resolution. The new <br />language implements a two-tier license fee structure whereby the license holder will pay a lesser <br />license fee if age verification technology that meets performance requirements determined by the <br />City is utilized for every tobacco sale. <br /> <br />SECTION 4.
