CITY COUNCIL WORK SESSION

/
---

Topic ~eport: Discuss Participants for the Ramsey3 Worki...g Group

By: Breanne DaInes, Associate Planner

Background:

As you know,. the Ramsey3 steering committee and staff have conducted a series of community
forums and community planning sessions. As part of a McKnight-funded initiative, Open Space
Teclmology (OST) was used to enhance the public participation process in planning. The steering
committee has submitted a plan to McKnight for completing the final stages of the work plan for
Ramsel, which includes the formation of a City Council-appointed working group. This group
would consist of 24 members, and their tasks would be to: 1) refine the OST-based vision
statement; 2) create a checklist of core objectives; and 3) explore alternative zoning practices that
meet the objectives and examine the strengths arid weaknesses of each practice.

As proposed by the Ramsel steering committee, this group would consist of a variety of
stakeholders, including the steering committee, two city staft: one additional City Councilmember,
Planning Commissioner, and Environmental Policy Board member; one Park Commissioner, one
EDA member, one resident developer, six neighborhood representatives, four OST group leaders,
and two local business owners. This group would attend five meetings to complete the above-stated
tasks (neighborhood leaders would be responsible for organizing and attending a neighborhood
meeting as well).

Attached is a ballot for the City Council to select their preferred participants for the working group.
Once the ballots have been completed and returned, staff will tally the votes, and bring the proposed
working group participants to the Council meeting for ratification. Please fill out the ballots to be
returned at the worksession.

Attachments:

Ramsel Working Group ballot

Action Statement:

Discuss the formation of the Ramsel working group, and complete the enclosed ballot

CCWS:

2.26.08

Reviewed By: 0

City Administrator ~ W
Interim CD Director
Interim Asst.
