<br />Councilmember <br /> <br />moved for the adoption of the following resolution: <br /> <br />RESOLUTION #08-xx-xxx <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #xxxx RELATING TO A REQUEST FOR <br />AN INTERIM USE, PERMIT TO ALLOW ADDITIONAL OUTDOOR EVENTS AT 7550 <br />IDGHWAYIONW <br /> <br />WHEREAS, First Class Auctions & Events, heremafter referred to as "Applicant", has properly <br />applied for an Interim Use Permit to allow farmer's markets, flea markets, car shows, family-oriented <br />events, large-scale implement auctions, swap meets, rodeoslbull riding, and threshing shows on the <br />subject property generally known as 7550 Highway #10, legally described as: <br /> <br />Lot 1, Block 1, The Diamonds, Anoka County, Minnesota <br /> <br />(the "~ubject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY TillS CITY COUNCIL OF THE CITY OF <br />RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA that the imdings of fact relating to the <br />request are determined to be as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to <br />Section 9.03.05 of the, Ramsey City Code on March 6th, 2008 and that said public hearing was <br />properly advertised. <br /> <br />2. That the Subject Property is located 'in the B-2 Highway Business District and is approximately 16.6 <br />acres in size. <br /> <br />3. That Section 9.20.22 (B-2 Business District) of City Code permits outdoor commercial recreation <br />with the issuance of a conditional use perinit. <br /> <br />4. That the Applicant has a current Conditional Use Permit (Resolution #00-03-077) that allows <br />outdoor recreation activities' including broomball, softball, and volleyball. <br /> <br />5. That the parcels adjacent to the Subject Property to the south and east are part of the proposed <br />Mississippi West Regional Park; the property to the west of the Subject Property is zoned B-2 <br />, Highway Business; and the Sl.;lbject Property is adjacent to Highway #10 on its northern boundary. <br /> <br />6. That there is approximately 1,100 feet between the nearest residential neighborhood and the Subject <br />Property . <br /> <br />7. That the Subject Property is approximately 1,000 feet from the Mississippi River but it is not <br />included in the City's Critical River Overlay District. <br /> <br />8. That the Applicant is seeking to utilize the Subject Property for farmer's markets, flea markets, car <br />shows, family-oriented events, large-scale implement auctions, swap meets, rodeoslbull riding, and <br />threshing shows in accordance with its site plan and submitted memo. <br /> <br />9. That, currently, the City requires a special events permit to conduct any of the activities proposed by <br />the applicant on the Subject Property, upon City approval. ' <br /> <br />19 <br />
