<br />9.11.08 <br /> <br />28 <br /> <br />Off-Street Parking. <br /> <br />Subd.1. <br /> <br />General Provisions. <br /> <br />a. All off-street parking areas shall be surfaced with blacktop or <br />concrete except for rural residential uses. Any other surface <br />material shall require approval by the City Council. Such area <br />shall be graded and drained so as to dispose of all surface water <br />accumulation as determined by the City Engineer. <br /> <br />b. All off-street parking spaces shall have access off driveways and <br />not directly off the public street unless otherwise approved by City <br />Council. <br /> <br />c. When application of these regulations results in a requirement of a <br />fractional space, any fraction up to and including one half shall be <br />disregarded. Fractions over one half shall count as one additional <br />space. <br /> <br />Subd. 2. Commercial and Industrial Development. <br /> <br />a. Property that constitutes required off-street parking areas may not <br />be separated,. through sale. or other means, from the property <br />containing the principal use for which the parking area is required. <br /> <br />b. Required parking facilities serving two (2) or more uses may be <br />located on the same lot or in the same struc~e, provided that the <br />total number of parking spaces furnished shall not beless than the <br />sum of separate requirements for each use. The council may <br />approve the joint use of parking facilities by the following uses or <br />activities under the following conditions: <br /> <br />1. For the purposes of this Section, the following uses are <br />considered as daytime uses: banks, business offices, or <br />wholesale or similar uses. <br /> <br />2. The following are to be considered as nighttime or Sunday <br />uses: Auditoriums incidental to a public or parochial <br />school, churches, bowling alleys, dance halls, theaters, <br />retail stores, personal service shops, bars or restaurants. <br /> <br />3. Up to 50% of the parking facilities required for nighttime <br />uses may be supplied by the off-street parking facilities <br />provided by daytime uses and vice versa. <br />
