Background/Discussion: <br />Recommendation: <br />CASE # <br />REQUEST TO CONSIDER ADOPTING RESOLUTION IN SUPPORT OF <br />PROMOTING ACTIVE LIVING AND AUTHORIZE STAFF TO SUBMIT PROPOSAL <br />TO BLUE CROSS BLUE SHIELD <br />By Breanne Dalnes, Associate Planner <br />In January, Blue Cross Blue Shield of Minnesota released an additional grant opportunity asking <br />for proposals from communities who were interested in taking a multi- faceted approach to <br />encouraging active lifestyles and increased physical activity. As the Council may remember, the <br />City received a $35,000 planning grant to consider policy recommendations and land use <br />considerations within the Comprehensive Plan that would encourage active living. With this <br />grant, the City has conducted a Health Impact Assessment, which measures twelve health <br />indicators, and is in the process of writing a Community Health and Wellness chapter into the <br />Comprehensive Plan. <br />The new grant RFP, titled "Active Living Minnesota ", plans to allocate funds for an in -depth <br />exploration of active living, including the "5P" approach. This approach requires proposals to <br />include partnerships, programs, promotions, policy, and physical projects. It is a holistic <br />approach geared toward reaching residents in many ways. <br />The City intends to submit a proposal, based on discussion at a Council worksession last week. <br />Staff is proposing to create a Project Management Team (PMT) of three core partners and work <br />to recruit schools, businesses, healthcare institutions, and others. The core partners are Anoka <br />County Transportation Management Organization, Anoka County Community Health, and <br />Anoka County Parks. Once the partnership is solidified (Summer '08), the PMT would create <br />goals and implementation strategies . (work plan) specifically related to increasing the physical <br />activity of residents (Fall '08). The implementation strategies will include programs, promotions, <br />policy analysis, and eventually, the development of physical infrastructure. Staff is proposing to <br />utilize a project management consultant to organize and recruit partners and guide the completion <br />of the work plan, to be completed by the end of 2008. <br />Staff recommends adoption of the enclosed resolution establishing a commitment on behalf of <br />the City Council to consider implementing a proactive, multi- faceted approach to encouraging <br />active lifestyles within the City. A separate, contract process would be conducted, if Ramsey is <br />selected by Blue Cross. The proposal does not obligate the City until the contract is negotiated. <br />Funding Source: <br />There is no in -kind match required for this grant. The City will be requesting $31,175.00 from <br />Blue Cross for the first six - months of the funding opportunity. It is anticipated that Blue Cross <br />will renew its contract with the City, based on results of the previous funding phase. <br />—1 6 7— <br />
