Councilmember. introduced the following resolution and moved for its adoption: RESOLUTION # 08-03 - RESOLUTION IN SUPPORT OF PROMOTING ACTIVE LIVING WITHIN THE CITY OF RAMSEY AND AUTHORIZE STAFF TO SUBMIT A PROPOSAL IN RESPONSE TO BLUE CROSS BLUE SHIELD'S REQUEST FOR PROPOSALS. WHEREAS, according to the Anoka County Health Department, 27 percent of the County's adult residents are obese; and WHEREAS, the prevalence of overweight and obesity is increasing and threatens to decrease the quality of life and health in Anoka County; and WHEREAS, Blue Cross Blue Shield is seeking to partner with communities who have developed partnerships that represent public health officials, parks and recreation advocates, and other community stakeholders to achieve an increase in physical activity as a way of combating the imminent health risks and costs associated with overweight and obesity; and WHEREAS, the City of Ramsey has a similar goal to maintain a high quality of life for Ramsey residents; and WHEREAS, Blue Cross Blue Shield is offering cities the opportunity to present proposals to enter into a contract where BCBS would provide funding to incorporate active living principles regarding land use and transportation planning and facilities development through programs, promotions, policy and physical projects; and WHEREAS, the City of Ramsey is embarking on the Comprehensive Plan update process that is utilizing an existing Blue Cross grant to conduct a Health Impact Assessment and create a Community Health and Wellness section of the Comprehensive Plan; and WHEREAS, the City supports utilizing the Comprehensive Plan as a mechanism for addressing public health by working with BCBS to incorporate healthful land use patterns, facilities development, and park and recreation planning into the City's long -term vision; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the Ramsey City Council hereby supports efforts to create and be a member of a multi- faceted partnership (Project Management Team) that will convene on a monthly basis to address stakeholders' concerns and needs with regard to ensuring an active, healthy community of residents, students, and employees through programming, policy analysis, promotions, and physical projects.
