• Multimodal <br />2. Town Center / Business Development / Ease Tax Burden <br />• Catalysts to making Town Center happen <br />There was discussion of the following in relation to Town Center: <br />• Uniqueness of Town Center — <br />o Park system provides element of walkability, etc. <br />o Size <br />• Need for a larger conversation on Town Center. A change to the master plan <br />may be required if big box is determined to be a catalyst. Process for likely <br />big box development proposals in Town Center: <br />o Staff to prepare the City Council on proposal when developer comes <br />forward <br />o Re- engage the public on big changes to the master development plan <br />(incorporate OST and Ramsey Town Center Task Force in the public <br />participation) <br />3. Public Facilities <br />• Community Center <br />• Secure and build a permanent PW Campus <br />■ 10 -20 year equipment/facilities plan with coinciding financial plans <br />o Surface water treatment plant with neighboring community <br />o Fire Station Nos. 2 & 3 <br />o Old City Hall Site <br />4. Housing <br />• Make progress towards attaining life cycle housing goals <br />• Less multifamily /townhome construction <br />■ Focus on all aspects of housing, short and long -term, rather than just trendy styles. <br />• Redevelopment <br />5. Parks and Trails / Recreational activities <br />• Beautification (entrances to the City and trails, etc.) <br />• Creation of a 6 community park on the north side of the City <br />■ Passive opportunities (walking trails, bird watching, etc.) <br />■ Life cycle recreation <br />Guiding Principals <br />• Green Development <br />• Renew the faith of the citizens <br />Ms. Strandell indicated that staff will draft language for Council to approve implementation of <br />the above goals. <br />Assistant City Administrator Nelson requested direction from Council regarding the following <br />long -term goals established in 2007: <br />Goal No. 6: Create a Technology Plan to provide access to a state -of -art technology network <br />throughout the city. <br />City Council/Staff Strategic Planning Session / February 2, 2008 <br />Page 2 of 8 <br />
