• Multimodal 2. Town Center / Business Development / Ease Tax Burden • Catalysts to making Town Center happen There was discussion of the following in relation to Town Center: • Uniqueness of Town Center — o Park system provides element of walkability, etc. o Size • Need for a larger conversation on Town Center. A change to the master plan may be required if big box is determined to be a catalyst. Process for likely big box development proposals in Town Center: o Staff to prepare the City Council on proposal when developer comes forward o Re- engage the public on big changes to the master development plan (incorporate OST and Ramsey Town Center Task Force in the public participation) 3. Public Facilities • Community Center • Secure and build a permanent PW Campus ■ 10 -20 year equipment/facilities plan with coinciding financial plans o Surface water treatment plant with neighboring community o Fire Station Nos. 2 & 3 o Old City Hall Site 4. Housing • Make progress towards attaining life cycle housing goals • Less multifamily /townhome construction ■ Focus on all aspects of housing, short and long -term, rather than just trendy styles. • Redevelopment 5. Parks and Trails / Recreational activities • Beautification (entrances to the City and trails, etc.) • Creation of a 6 community park on the north side of the City ■ Passive opportunities (walking trails, bird watching, etc.) ■ Life cycle recreation Guiding Principals • Green Development • Renew the faith of the citizens Ms. Strandell indicated that staff will draft language for Council to approve implementation of the above goals. Assistant City Administrator Nelson requested direction from Council regarding the following long -term goals established in 2007: Goal No. 6: Create a Technology Plan to provide access to a state -of -art technology network throughout the city.
