Case #
CONSIDER PUBLIC HEARING REGARDING POSSIBLE SUSPENSION OR
REVOCATION OF EXISTING CONDITIONAL USE PERMIT FOR 7550
HIGHWAY 10 NW (DIAMONDS SPORTS BAR AND GRILL)
By Tim Gladhill, Management Intern
Background:
On Saturday, March 1S Ramsey Police received calls regarding a loud public address
system coming from Diamonds Sports Bar and Grill. It was discovered that a
snowboarding event was being hosted on one of the softball fields. The current
Conditional Use Permit does not allow for snowboarding events or the use of a PA
system, and therefore could be considered a violation of the existing CUP. Council may
also recall that snowboarding was listed as a use in an amended Conditional Use Permit
for the same site that was denied on December 11 2007.
Ramps were erected and covered with snow and heavy equipment was brought in to
create large snow piles. In addition, at least one tent was erected without a Tent Permit
required by the Fire Department, with sidewalis created by blue tarps. Several propane
tanks were discovered next to the tent as well. Photos of the site set up for the event are
enclosed for review.
Staff met with Mr. Gary Gruber, owner of the business Diamonds Sports Bar and Grill on
Thursday, March 6 Mr. Gruber stated that he did not realize that a Special Events
Permit would have been required for this type of event. Mr. Gruber also stated that
Diamonds was planning on continuing the event on Saturday, March 8 The City
Administrator granted this event to continue with restrictions outlined in a letter dated
March 7 2008 to Mr. Gruber.
Finally, an Interim Use Permit Application for the same site was recommended for denial
by the Planning Commission on Thursday, March 6 The Applicant, Monster Auctions
and Events, has since withdrawn the application for an Interim Use Permit.
Enclosures:
1.
