Plan. He stated that while he believes there should be a fine /fee structure in place if people are <br />found, to be discharging pollutants, he cannot put together the actual fee structure for the City to <br />use <br />Chairperson Elvig stated that staff should review this further to fill in some of the details of the <br />plan such as the fee structure and the specific "cease and desist" language. <br />Councilmember Dehen asked if there would be a certain procedure for situations where people <br />were accidentally discharging pollutants. <br />City Engineer Jankowski stated that the City should get guidance from the City Attorney on that <br />Chairperson Elvig stated that perhaps this can be included as part of the City abatement process. <br />Mr. Douglas reviewed the GIS mapping, storm water modeling, wetland management plan, <br />WRMP documents, financing and the NPDES Phase II permit needs. He noted that this is a draft <br />copy as they continue to work on a few glitches that have been discovered. He stated that staff <br />has pretty much approved the current conditions and feels the transition should be pretty <br />seamless. <br />Civil Engineer Linton stated that he has looked through the document, but has not had time to <br />review the maps in detail yet. <br />Mr. Douglas reviewed some of the maps and how the GIS mapping works and noted that they <br />have completed field verification on the maps. He stated that one of their biggest <br />recommendations to the City is a change in the ordinance for post development run off to be <br />75 %. He stated that they also recommend encouraging infiltration basins, rain gardens and that <br />the City require soil ripping of compacted turf areas. <br />Chairperson Elvig asked what the next step is and whether the City needed to just take these <br />issues from the document one at a time and start reviewing them. <br />Mr. Douglas stated that the City will need to review all of the items, but noted the ordinance <br />change will be the big one <br />Chairperson Elvig asked what the current run off reduction rate is. <br />Mr. Douglas stated that the run off rate must meet predevelopment flows and reiterated that they <br />are recommending that the City change this to 75% of the predevelopment flow. He explained <br />the cumulative effect of impervious surface and water run off. <br />Councilmember Dehen stated that in the document there was talk about adopting a wetland <br />buffer ordinance. He stated that he thought the City already had this in place. <br />Mayor Gamec stated that he was unsure if it had been officially adopted. <br />Public Works Committee /January 15, 2008 <br />Page 8of13 <br />-91- <br />
