<br />Case #3: <br /> <br />Sunfish Commons Discussion <br /> <br />Economic Development Coordinator Sullivan provided background information on the pending <br />Sunfish Lake Boulevard road construction project. He stated as part of this project City Council <br />requested traffic study. He reported that the Engineering Department traffic study would monitor <br />in two hour increments, the morning, at noon and in the late afternoon. He also commented that <br />looking at the timing of the lights, U-Turns, and access points could help mitigate impacts on the <br />pending median construction. He asked the EDA to discuss the potential impacts of the median on <br />businesses. ' <br /> <br />Mr. Frank Yamoutpour, Shell Station, expressed his thoughts and concerns over the decision to <br />construct the median. He questioned why this could not have been discussed prior to the City <br />Council making a decision. <br /> <br />Chairperson Riley stated the City had a discussion with the County prior to the City Council <br />Making a decision. He explained that Anoka County's current construction standards are the <br />driver behind the design of this project. <br /> <br />Member Strommen commented the City was given the option to take over the road and pay for the <br />road construction and maintenance. She stated this would amount to a significant loss of Federal, <br />State, and County funding. <br /> <br />Mr. Yamoutpour suggested that the City would lose significant tax revenue if the businesses in the <br />area, including his own, had to close. <br /> <br />City Administrator Ulrich replied property taxes would be paid by any subsequent owner. He <br />commented that it would be difficult to determine the indirect dollar impact. <br /> <br />Mr. Yamoutpour questioned whether the economic impact to the businesses was explored. <br /> <br />Member Strommen replied the EDA is interested in determining how to mitigate the potential <br />impact to businesses. She stated the EDA needs assistance from outside expertise for answers. <br /> <br />Economic Development Coordinator Sullivan stated the EDA is a City body that focuses on the <br />businesses and realizes there are potential problems as a result of the median. He stated the EDA <br />needs to determine at what level it should participate in the studying the potential impacts of the <br />median. He also stated that a study could be funded from the EDA's Budget if necessary. <br /> <br />Member Strommen commented the EDA needs to bring in expertise to assist in developing plans <br />given the traffic constraints. <br /> <br />Chairperson Riley questioned who the City is dealing with relative to the traffic issues. <br /> <br />City Administrator Ulrich replied it involves the County Board Members. He stated this issue <br />would be faced time and again as businesses that rely on easy access go into areas. He explained <br />that Mr. Yamoutpour's business did not fit into the criteria for acquisition through the RALF <br /> <br />Economic Development Authority/January 10, 2008 <br />Page 3 of7 <br />
