Associate Planner DaInes stated right now it applies to the business. Staff is proposing the Code
be changed to say "per business or per property".

Commissioner V an Scoy wondered how they would know how long the signs will be up if there
is no permit.

Associate Planner DaInes stated it would be monitored by regular drive-bys. She. stated they
would propose a different mechanism for violation where the City would send a letter of
violation and an administrative ticket.

Commissioner Brauer asked what happens with garage sales.

Associate Planner DaInes stated with that scenario; Staff would rely on the complaint based
process.

Commissioner Cleveland stated on subsection 7, under 9.12.05, page 29, the occupant or
business is given 48 hours after the duration to remove the sign and she wondered if they should
include this with regard to duration.

Associate Planner DaInes stated the current regulations state that after an event they have 48
hours to remove the sign. The proposal would eliminate public event sign regulations and any
sign must be removed after 5 days.

Commissioner Cleveland stated on page 27, Subdivision 1, they are limiting once per year for up
to two weeks anything like a strobe light, revolving search lights, etc. and she wondered whether
that is too limiting.

Associate Planner DaInes stated right now the Code allows those types of signs for thirty days
around a public event or grand opening. She stated they will now allow those types of signs once
a year for two weeks for any business but it up for discussion with the Commission.

Commissioner Cleveland stated she wondered if they should allow these for a shorter duration
but more than once a year.

Chairperson Nixt stated he would be inclined to say a business could have a maximum number of
events over the course of the year so they have both the frequency and aggregate type of
restriction.

The Commission discussed the possible restrictions for large signs.

Commissioner Levine stated he would be cautious not to limit signage because it allows people
to market their business.

Associate Planner DaInes thought these types of signs deserve a little more restriction.

Planning Commission/January 3, 2008
Page 6 of8
