Councilmember Dehen inquired if other municipalities have jetter vac trucks.

Director of Public Works Olson responded with Elk River, Coon Rapids, Anoka and Andover.
Councilmember Dehen inquired if this truck was the same as a septic system pumping truck.

Director of Public Works Olson replied they are bigger and more versatile. They have cameras
on them. He talked about televising sewer mains every 10 years and with this purchase we could
save 60 percent of the cost of televising.

Motion by Councilmember Jeffrey and seconded by Councilmember Olson to authorize the
purchase of a jet vac truck complete with television equipment in an amount not to exceed
$351,450 with funding to be from the Sanitary Sewer Utility Fund.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Look and
Strommen. Voting No: None. Absent: Councilmember Elvig.

Case #2:

Water Meter Replacement Program.

Utilities Supervisor Nelson explained that this case is regarding a water meter replacement
program. This was discussed at the Public Works Committee meeting and then at a City Council
work session. The City started installing water meters in 1985. They wear out and in the last
two years, about 370 water meters had issues. The water meter replacement standard is about 10
to 15 years. The new technology includes radar meters which read meters as you drive by. Staff
is recommending the five-year replacement program - Option A.

Motion by Councilmember Strommen and seconded by Councilmember Olson to direct staff to
pursue Option A - a five year water meter replacement program.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Dehen, Jeffrey
and Look. Voting No: None. Absent: Councilmember Elvig.

Case #3:

Consider Confirmation of Direction Given in Closed Session

1)

The Possible Purchase of the Burv and Carlson Property for a Future Public
Works Facilitv

City Attorney Goodrich stated that the possible purchase of the Bury and Carlson property on
Azurite for a future Public Works facility was discussed. We have received a response to our
purchase agreement; however, since it was received today, we have not fully analyzed it. We do
not feel a need for a closed meeting to discuss this.

City Administrator Ulrich stated that the joint meeting with the Planning Commission is
scheduled to begin at 7:30; therefore, we .will recess this special City Council meeting at that
time to hold that meeting, and reconvene this meeting following the joint session.

Councilmember Dehen inquired if a purchase price has been determined.

Special City Council Meeting /February 19, 2008
Page 3 of9
