<br />CASE # J <br /> <br />CONSIDER MODIFICATIONS TO THE MUNICIPAL STATE AID SYSTEM <br />c By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The municipal state aid system consists of collector roadways which are designated by <br />the City and approved by MnDot to be a part of the system. These roadways become <br />eligible for funding from state gas tax revenues for both construction and maintenance. <br />In 2008 the City will receive $888,730 as its total annual allocation. With the recent <br />adoption ofthe transportation bill an annual increase of over $100,000 is anticipated <br />based upon the current system status. The amount the City receives each year is <br />dependlmt upon two factors, population and the estimated amount of dollars needed to <br />bring the designated MSA system up to system standards. In 2007 participating cities <br />received $15.90 per capita and $14.29 per $1,000 of documented need. The needs for <br />each city participating in the program are updated annually and submitted to MnDot. <br />The purpose of this case is to address modifications which should be made to the City's. <br />MSA System. <br /> <br />In 2007 it was determined that a 0.72 mile segment of the 167th extension between <br />Armstrong Blvd. and Variolite Street should be removed from the system. This <br />segment is illustrated as Segment 1. In addition the City is anticipating the connection <br />of the west terminus of McKinley Street through to Jaspar Street this year and using <br />MSA funds for this project. Therefore this segment needs to be added to the system to <br />establish funding eligibility. Segment 2 represents a modification of existing segment <br />118 of our system to facilitate this change. Finally, the recent turn back of CR63 to the <br />City in December of 2007 allows its addition to the City's MSA system in excess of <br />20% limit applied to the base City qlileage. This 2.0 mile segment is illustrated as <br />Segment 3 on the attached figure. <br /> <br />With the approval of the Committee and the City Council these proposed revisions will <br />be submitted to the State Aid for Local Transportation department of MnDDT for <br />creviewand comment. It will be necessary for the City Council to pass a formal <br />resolution requesting system modifications prior to May 1, 2008 in order for any new <br />additions to be included in the 2008 needs determination. Therefore any modifications <br />will need to be formally adopted by Council at the April 22' 2008 City Council meeting. <br /> <br />Recommendation: <br /> <br />Staff recommends that the proposed MSA system modifications be forwarded to MnDot <br />for incorporation into the City's State Aid System. <br /> <br />7 <br />
