ADOPT ORDINANCE AMENDING CHAPTER 7 LICENSING AND PERMITS, <br />SECTION 7.85 TITLED PEDDLERS, SOLICITORS AND TRANSIENT MERCHANTS <br />OF THE RAMSEY CITY CODE <br />By Jo Thieling, City Clerk <br />Background: <br />Staff met with Council during the work session of March 3, 2008, to discuss amendments to the <br />City Code dealing with peddlers, solicitors and transient merchants. Main issues of concern <br />were a definition of "temporary" for a transient merchant license and determining a reasonable <br />notice for revocation of a permit if that becomes necessary. <br />Discussion also included that the City now requires all peddlers, solicitors and transient <br />merchants to wear a picture identification badge issued by the City; therefore, a paragraph to that <br />effect was proposed to be added to this section of Code. The badge assures the City's residents <br />that this "temporary" business person has completed the licensing process with the City. Council <br />requested that the expiration date of such badge be printed with larger, red font. Denial of a <br />permit and the revocation and appeal process were discussed and language as per the discussion <br />has been added to the proposed ordinance. <br />The proposed ordinance which was presented in the Consent Agenda for introduction on March <br />11, 2008, is now eligible for formal adoption. <br />Staff Recommendation: <br />Staff recommends Council adopt the attached ordinance amending Chapter 7, Section 7.85 of the <br />City Code. Following introduction, staff will place the ordinance on a subsequent agenda for <br />formal adoption. <br />Funding Source: <br />This is strictly a City Code amendment, there is no funding required. <br />Council Action: <br />Motion to waive the read of the ordinance amending Chapter 7 which is known as Licensing and <br />Permits, Section 7.85 titled Peddlers, Solicitors and Transient Merchants of the City Code of <br />Ramsey, Minnesota. <br />- And - <br />-139— <br />
