Member Kiefer questioned what the goal of the median is. <br />Chairperson Riley replied it is about traffic flow and increased safety. <br />Chairperson Riley summarized that the EDA would request traffic studies, make a statement <br />against the construction of a median supporting the businesses, review studies from other cities, <br />involve traffic study experts, and identify the type of study to conduct. <br />Member Steffen questioned what the EDA would do with the data once gathered. He suggested <br />an RFP be written to hire a firm to consult on the study and evaluate the data. <br />Economic Development Consultant Mulrooney recommended the City confer with the League of <br />Minnesota Cities. <br />Motion by Chairperson Riley, seconded by Member LeTourneau, to recommend to City <br />Council the following: <br />1) a seven -day traffic study be conducted in stead of a two day study <br />2) Staff try to locate traffic studies done that address median impacts <br />3) Staff work with local business to find solutions to the pending road improvements of <br />Sunfish Lake Boulevard. <br />4) Conduct a RFP, if necessary, to hire a consultant to do a meaningful traffic study. <br />Motion carried. Voting Yes: Chairperson Riley, Members LeTourneau, Elvig, Kiefer, Steffen, <br />and Strommen. Voting No: None. Absent: Member Schindel. <br />Motion by Chairperson Riley, seconded by Member Elvig to direct staff to draft a strong business <br />support statement. <br />Motion carried. Voting Yes: Chairperson Riley, Members Elvig, Kiefer, LeTourneau, Steffen, <br />and Strommen. Voting No: None. Absent: Member Schindel. <br />Case #4: 2008 EDA Work Plan <br />Economic Development Coordinator Sullivan explained the requirement and importance of the <br />EDA Work Plan. He displayed a power point presentation on the 2008 EDA Work Plan, outlining <br />the successes and those items not completed in 2007. <br />Member Elvig questioned whether a cost benefit analysis is available on development incentives <br />and land purchases. He commented this is a great arena to demonstrate what the EDA is and what <br />it can do. He suggested supporting documents would be helpful. <br />Economic Development Coordinator Sullivan replied that a cost benefit analysis could be done for <br />most of the industrial parcels. <br />Economic Development Authority /January 10, 2008 <br />Page 5 of 7 <br />
