<br />Public Works Director Olson stated that there were concrete curbs in the City, but had been <br />entirely paid for by homeowners. <br /> <br />Councilmember Look stated that he conducted some research into surrounding cities assessment <br />programs. He noted that Elk River assesses 100% for overlays and uses street crews; Anoka does <br />not assess; Andover assesses 25%; Burns Township assesses 100% and Blaine does not assess <br />for overlay projects. <br /> <br />Councilmember Elvig stated that he feels the Public Works Commission should take a look at <br />this situation to see if there should be an upgrade in the policy. <br /> <br />Public Works Director Olson asked if Councilmember Elvig was referring specifically to the <br />Andrie Street project. <br /> <br />Councilmember Elvig stated that he wasn't referring specifically to this project, but feels the <br />points by Mr. McLowenand Mr. Kixo are well made and feels the City may need to adjust its <br />thinking. <br /> <br />Mohamed Amadi, 15580 Andrie Street, stated that there are big potholes near his driveway, <br />which he has patched on his own. He stated that he agrees with the neighbors and would like the <br />City to check the road more closely. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to close the public <br />hearing. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Look, Jeffrey, and Olson. <br />Voting No: None. Absent: Councilmembers Dehen and Strommen. <br /> <br />The public hearing was closed at 8:33 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 8:33 p.m. <br /> <br />There was no action taken. <br /> <br />Case #2: <br /> <br />Informational Presentation Regarding the City's Wellhead Protection Plan <br /> <br />City Engineer Jankowski stated that the City is required to have a Wellhead Protection Plan. <br /> <br />Councilmember Elvig left the Council Chambers at 8:33 p.m. <br /> <br />City Engineer Jankowski stated that the City has completed the first phase of the plan and <br />identified the areas from which our wells draw. He introduced Michael Howe of the Department <br />of Health and asked him to explain the process for creating a Wellhead Protection Plan. <br /> <br />City Council!
