<br />Public Works Director Olson stated that the streetscape plans will be needed eventually even if <br />the project is not completed this year. He stated that he has Civil Engineer II Linton working full <br />time on this project and has for the last 4 or 5 weeks. <br /> <br />Assistant City Administrator Nelson stated that this item is listed on tonight's Consent Agenda to <br />begin advertising for bids. <br /> <br />City Administrator Ulrich stated that staff will keep the Council informed as to the decision the <br />Met Council will make. He confirmed that the Council would prefer if the Met Council would <br />allow an extension of the grant. <br /> <br />Public Works Director Olson stated that the advertising costs should be around $600. <br /> <br />3) 2008 COMPREHENSIVE GOALS AND STRATEGIES <br /> <br />Interim Community Development Director Frolik introduced Phil Carlson of Bonestroo and <br />Associates to discuss the 2008 goals and strategies. <br /> <br />Mr. Carlson stated that the Council had requested a pared down version of the goals and <br />strategies which was also presented to the Planning Commission last week <br /> <br />Councilmember Elvig stated that he has some concerns with how the goals are written. He gave <br />the example of the word "neighborhood" . because there is no defined description of what a <br />neighborhood means in the City. He stated that he also has concerns about Goal #6 that states <br />"Ramsey Town Center is constructed in accordance with its vision". He stated that he feels the <br />market will change and the City doesn't necessarily know what the key components to the vision <br />will be. He stated that he is not ready to sign off on this document yet. <br /> <br />Mr. Carlson stated that the goals refer to other more detailed work that has happened in other <br />meetings. He stated that anything can be changed but it would need to be done in a public way. <br /> <br />Councilmember Elvig stated that he thinks the goals, as is, are a loaded gun, without knowing <br />what the vision means. <br /> <br />City Administrator Ulrich suggested the wording could be changed to state "The RTC will be <br />constructed in accordance with the community vision". He stated that this would give flexibility <br />about what the actual vision will eventually be. <br /> <br />Mr. Carlson agreed that the RTC will have some changes in how it will be built from how it was <br />originally planned to be developed. <br /> <br />Councilmember Elvig stated that he does not think the public understands this and feels this is <br />the biggest problem with the list of goals. <br /> <br />Mr. Carlson stated that ideally he had wanted to go through this document point by point and get <br />feedback from the Council, but there is not much time left to discuss this. <br /> <br />City Council Work Session I March 11,2008 <br />Page 6 of7 <br />
