(the "Soci- <br />ety") owned property in Newtown, Connecticut. The property was <br />zoned farming and residential. The town's zoning regulations al- <br />lowed religious facilities to be built in a residential zone by special <br />exception. The Society applied to the town's zoning commission (the <br />"town") for a special exception to the zoning regulations. The So- <br />ciety sought to construct a 7,618 square foot building to house a <br />meditation temple and a meeting hall, as well as 148 parking space~ <br />for 450 society members expected to attend multiple annual Bud- <br />dhist festivals. t.
