<br />Street. He stated that Andrie Street is the "main drag" in and out of this area and is concerned <br />that the proposed improvement isn't enough. He stated that he doesn't think this road is <br />designed to withstand the large trucks that travel the road. He stated that he feels the City should <br />consider adding a concrete curb or raising the load limit to 9 tons. <br /> <br />Mayor Gamec stated that for the project to be changed, the residents would have to bring a <br />petition to the City to stop the project. <br /> <br />Mr. McLowen stated that he would like the City to spend the money on the road the "right" way <br />and not just spend money over and over again. <br /> <br />Mayor Gamec reiterated that if the neighbors would like this project to be changed, they need to <br />petition the City, but cautioned that he thinks that they would have to cover 100% of the costs. <br /> <br />Mr. McLowen asked why the City was phasing out the sea1coating assessments. <br /> <br />City Engineer Jankowski stated that most cities do not assess for sealcoating. He stated that in <br />the City, in the 1970's and early 1980's most of the area roads were dirt, so, the feeling, at that <br />time, was that the people who wanted paved roads should be the ones to pay to . have them <br />maintained. He stated that the situation since that time has reversed and the City is now phasing <br />out this policy. <br /> <br />Mr. McLowen asked if there were any cities that paid for overlay projects. <br /> <br />City Engineer Jankowski stated that he has not done a survey recently on overlay projects, but <br />noted that most cities assess for reconstruction projects. <br /> <br />Mr. McLowen asked if their project could be delayed a year similar to Vision-Ease to take a look <br />and see if there was a better way to make the improvement. <br /> <br />Public Works Director Olson stated that if the residents would like to add a concrete curb, the <br />current project would have to be stopped which would require 50% of the assessed property <br />owners to sign a petition. He stated that he will look into costs and depth of 5-ton roads versus <br />9-ton road as Mr. McLowen had suggested. <br /> <br />Bill Kixo, 15760 Andrie Street, asked how many homes were going to be assessed for this <br />project. <br /> <br />City Engineer Jankowski stated that there would be 78 homes assessed. <br /> <br />Mr. Kixo stated that the current curb and gutter is asphalt and is concerned that the overlay will <br />bring the road level up and there will only be about 1.5 inches of asphalt curbing which he feels <br />will cause drainage problems. <br /> <br />Mr. McLowen asked if there were any other concrete curbs in the City. <br /> <br />City Council!
