<br />CASE #: I <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF EBONY WOODS; <br />CASE OF TIM HOLM <br />By: Tim Gladhill, Management Intern <br /> <br />Background: <br /> <br />Tim Holm submitted a sketch plan to develop three (3) single-family units on the property <br />located on the east side of Ebony Street N.W., just south of Superbowl. The following items are <br />enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan . <br />c) Site Development Plan <br />d) City Staff review letter dated March 28, 2008 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property through a variance to lot width request. <br /> <br />Observations: <br /> <br />The subject property is approximately 1.1 acres in size and is zoned R-1 Residential. A <br />Comprehensive Plan Amendment from Places to Shop to Places to Live, as well as are-zoning <br />from B-2 Business to R-1 Residential, has already been approved. <br /> <br />The permitted density in the R-1 Residential District is 1-3 units per acre. The sketch plan <br />proposes 3 units on the 1.1 acres. This equates to a density of 2.72 units per acre, which meets <br />City Code standards. <br /> <br />The property is located in the Mississippi River Overlay District. The District requirements state <br />that the project shall preserve 50% of the land as open space and restrict impervious (rooftop and <br />pavement) to 25% of the lot area (or up to 35% with a Conditional Use Permit). Additionally, <br />the District requirements state that the minimum lot width for residential parcels shall be 90 feet. <br />The Sketch Plan indicates that this requirement is not met, and therefore is the subject of a <br />request for variance to lot width. It is also noted that the maximum structure height in the <br />Overlay District is 35 feet. If this project goes forward, compliance with the must be verified. <br />Staff has forwarded the request on to the Minnesota Department of Natural Resources for <br />comment. <br /> <br />1 <br />
