Councilmember moved for the adoption of the following resolution: RESOLUTION #08-03-_ A RESOLUTION ADOPTING FINDINGS OF FACT #_ RELATING TO A REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT A RELIGIOUS INSTITUTION IN AN R-l RESIDENITAL ZONING DISTRICT . WHEREAS, Saint Katharine Drexel Catholic Communities, hereinafter referred to as "Applicant", has properly applied for a Conditional Use Permit to allow construct of a church facility on the property generally located on the northwest comer of Variolite Street and 161 st Avenue, legally described as: The Southeast Quarter of the Northwest Quarter except the west 185.0 feet thereof and except roads subj ect to easement of record, Anoka County, Minnesota -Or upon recording- Lot 1, Block 1, St. Katharine Drexel's First Addition (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: - 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.05 of the Ramsey City Code on April 3,2008, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 2. That the Subject Property is currently located in the R-1 Central Rural Reserve zoning district. 3. That the surrounding parcels are zoned R -1 MUSA,. R-1 Central Rural Reserve, and Public-Quasi Public. 4. That the Subject Property is vacant and 32.3 acres in size. 5. That a site plan, comprehensive plan amendment, and minor plat are being processed with the conditional use permit. 6. That, given the business nature of churches (size, traffic, structure and parking needs), the B-1 business development standards and fees will be utilized in reviewing this application. 55
