"

The highlights of the proposed ordinance are as follows:

1. Home Occupation Permits will be issued administratively by staff if the proposal
complies with all of the established criteria.

2. Home occupation proposals that propose to operate beyond the scope of the criteria will
continue to be processed through the Planning Commission and City Council.

3. All home occupations will be required to obtain a permit. This will provide the City with
a data base of all home businesses; and it eliminates the enforcement issues raised when
'low profi,le' businesses that initially didn't need a home occupation permit expand into a
more intense use.
4. The 3 acre threshold required for a business in a garage or accessory building is removed.
5. The 3 acre threshold for non-resident employees is removed.

If adopted, City Staff would implement a new Home Occupation Permit form and policy for
permits issued administratively. The permits would be reviewed and issued by the Planning
Division of the Community Development Department. Prior to issuance, Planning would route
the applications thi-ough the Building Permits Division, Police, Fire, and Anoka County
Environmental Services.

Recommendation:

Staff recommends forwarding the proposed ordinances to City Council for adoption.

Commission Action:

Motion to recommend that City Council adopt an ordinance to amend Section 9.11.04 (Home
Occupations) of the Ramsey City Code.

Review Checklist:

Copies To:

Community Development Director
Associate Planner
Environmental Coordinator

Building Official
Police Chief
Fire Chief
Fire Marshall
City Attorney

PC 4.03.08

94
