<br />-.( <br /> <br />Memorandum <br /> <br />To: <br /> <br />Sylvia Frolik, City of Ramsey Project: Ramsey Camp Plan Date: 2-28-08 <br /> <br />From: <br /> <br />Phil Carlson, Bonestroo <br /> <br />Re: <br /> <br />Draft Goals and Strategies <br /> <br />We have prepared a revised set of Goals and Strategies for the Comprehensive Plan, based on <br />the numerous comments from the Open Space Technology (OST) community meetings and on <br />discussion at the recent joint meeting of the Planning Commission and City Council. <br /> <br />The Goals are organized in various categories (Land Use, Housing, Transportation, etc.) and <br />there are several goals under each category and then strategies under each goal. The terms <br />goal, strategy, policy, objective, standard, ete. are sometimes interchangeable and can be <br />confusing. In earlier discussions we have had three levels of statements: goals, policies, and <br />strategies. For simplicity we have reduced this to two levels - goal and strategy. Goals are <br />broad statements of intent; strategies are more specific approaches to meeting. the goal. If <br />different terms would be more acceptable in Ramsey we-are open to modifying it. <br /> <br />The goal statements are worded in the form of a'desired outcome - "A variety of housing <br />types", "Safe neighborhoods" - and the strategies then employ action words to convey what <br />will be done: "promote", '''encourage'', "partner", "improve", ete. <br /> <br />In some instances the same strategy appears under mare than one goal. This is because that <br />strategy can have several effects and it is appropriate to show that. For example, providing a <br />sidewalk and trail system is part of an efficient transportation system as well as promoting the <br />health of Ramsey residents. <br /> <br />These goals are based largely, but not entirely, on the OST meetings held in the last several <br />months. The document indicates this at the bottom of the page with the symbols showing <br />whether a statement came from the OST meeting, from the current comprehensive ptan, or <br />fram staff~ and consultants as a new goal. We have tried to be faithful to the intent of theOST <br />-comments, but in many cases they are not verbatim. <br /> <br />We have also incorporated comments fram the Park Board and the Economic Development <br />Authority, with yet another symbol.
