DeBruyn, Administrator

Re: Kindergarten Lottery Postponed

Dear Parent(s)/Guardian(s),

I am writing this letter to inform you about a change in plans for the Kindergarten Lottery
originally scheduled for this Friday, February 1st to fill kindergarten openings at PACT Charter
School for the 2008-2009 school year. Due to events beyond our control, the lottery will need to
be postponed until AprillSth, at which time the kindergarten names will be included with our full
K-12 lottery for the upcoming school year. An explanation of the situation is included below.

We have been approached regarding the interpretation of:MN Statute 124.D and its implications
for enrollment in charter schools - specifically whether the term "town" can be applied to a
"City". The end result of the interpretation would provide Ramsey residents with preference in
enrollment equal to that of siblings within the school. Weare seeking clarification on the Statute
with the Department of Education and legal counsel to ensure that we remain in compliance with
the Statute while also determining policy that is in the best interest of the school and the
community. This change in policy. would have significant implications for all families on the
lottery list, currentlyl,600+ studeIits.

We apologize for any inconvenience that this change in time line may cause for you. We will do
our best to seek a timely resolution.

Danie .C. DeBruyn
Administrator
PACT Charter School

-36-
