<br />Mr. Hebert provided an overview of the following elements of the Sunfish Commons signage <br />plan as proposed by Gaughan Companies: 1) lighted directional sign; 2) non-lighted directional <br />sign; 3) non-lighted u-turn sign; 4) increase existing pylon sign square footage. <br /> <br />Mr. Gandel indicated in addition to the signage plan that has been presented, the ownership <br />group would like the ability to maintain or enhance the scrolling marquee sign on the existing <br />pylon sign. <br /> <br />Economic Development Coordinator Sullivan provided the following comments regarding the <br />signage plan: <br />1) Lighted directional sign: The lighted directional sign will require a conditional use <br />permit. From staff s position the lighted signs seem to have support. It is more of a <br />MnDOT type issue with signs in right-of-ways and how long they can remain. <br />2) Non-lighted directional sign: There seems to be some flexibility during the construction <br />period or pre-construction period to post these signs within right-of-ways. His <br />understanding is that the request will be for a permanent sign to direct traffic. There are <br />more liberties during the pre-construction and construction period, and it might be best to <br />put a duration period on the non-lighted directional sign. City Engineering staff would <br />likely work with the County to ensure that these construction signs are most effective. <br />3) Non-lighted u-turn sign: A permitted u-turn on Highway 10 would be requested. <br />Liberties would likely be allowed during construction. A possibility could be a bright <br />blaze orange sign during construction and a different color following the construction <br />period. <br />4) Increase existing pylon sign square footage: Any increase in total square footage will <br />require a conditional use permit approved by Council. <br /> <br />Economic Development Coordinator Sullivan stated the City Council will need to consider <br />setting precedent. However, this is a unique situation and unique request. The important thing to <br />note is that the highway is eventually going to move here. <br /> <br />Member LeTourneau left the meeting at 8:16 a.m. <br /> <br />Mr. Hebert provided an overview of the construction signage element of the Sunfish Commons <br />signage plan. He stated a lot of time, resources and materials will need to go into this signage <br />plan. Gaughan Companies is not only requesting approval for the signage plan, but also that the <br />City pay for the project. They feel that by the median being installed and the suffering of the <br />tenants there, that the City could do its part and contribute to the cost of the project. Total project <br />costs have not been finalized, but are estimated at $20,000 to $30,000. <br /> <br />Mr. Gandel stated this is a request, and by no means is the ownership group coming back to the <br />City of Ramsey and saying there is fault or blame and this is compensation. This is being <br />presented with Mr. Sullivan's leadership and starting with a very causal conversation asking if <br />there is some way that the two parties, as well as the coalition of the businesses in that area, can <br />come up with a comprehensive plan that my enhance and minimize some of the effects that are <br />anticipated to happen. This is presented as a request.
