The Park ~ Re,cation Commission noted the following meeting minutes: 1. Pla~_ lng iand Zoning Commission meeting minutes dated November 5, 1991. coMms Io usiNwss Case #1: ~ R~commend to City Council Appointment of Commissioner Chairperso4 Hetiand explained that as was the case in November, there is not a quorum present tonight and [.t:is the general feeling of the Commissioners that a new Commission Member should be approvex~ ~witll.the majority of the Commissioners present. Chairperson Hetland reminded the Commissio~tcrs find Ms. Florentius that at the meeting held in December, a quorum was present, however, th~ v°t~ resulted in a 2-2 tie. Discussion ~nsuegt regarding participation and meeting attendance. Case #2: ' Discuss L.C.M.R. Funding Parks/Utilit~s coordinator Boos described the Legislative Commission on Minnesota Resource Program an~ added that the L.C.M.R. Commission has a total estimated amount of $29 million. He further c~scribed the proposal City Staff intends to submit. Mr. Boos asked if there were any questions o~l:'deas~ re'[ garding the proposal. Chairperso~Hetl~d felt the funding was worthwhile checking into, but requested clarification as to what part~asqe Management has in one of the proposals. Following a~ explanation of the part Waste Management has with regard to one of the prOposals, the CommisSioners expressed interest in keeping abreast of the entire process. Case #3: i R~,commend to City Council Use of CDBG Funds Parks/Utilities Cd~ordinator Boos provided the Commission an overview of the CDBG Program. He stated that ff Qity Council thought it appropriate, the CDBG Funds could be used for disability sensitive tr~.S or[play structures. Mr. Boos "thurab nailed" a trail alignment on a map of Central Park. He nci~tad t~.t Case #4 is related in that it also is a likely candidate for handicap accessible trail and pl~r eqg,~pment. He described the status of the sanitary sewer trunk line and park restoration ifl~ Rar~,~ Sey Terrace and Flintwood Hills Parks. Consensus of the!Commission was that City Council consider the use of CDBG Funds for trail uses and aPlff_ovafiof the described concept plan for Ramsey Terrace and Flintwood Hills Parks.
