Chairpersox~ Hetland stated that the Commission would have to discuss exactly where this money <br />would go to,if there was no park facility. <br /> <br />Mr. Boos sthted khe money would be used to promde recreational opportunities for Mississippi <br />Heights resi~lent~ outside of that development or could be used for construction of an observation <br />deck. <br /> <br />Further disc.Ussio.n ensued regarding a platform at the end of the trail overlooking the river. <br /> <br />Motion by qhairl)erson Hetland and seconded by Commissioner Florentius to recommend to City <br />Council to r~quir~ the developer to dedicate a 20 foot corridor between Lots 8 and 9, blacktopped <br />(8 foot bitu~oqs path) to be constructed at the time the streets are paved, construct a platform at <br />the end of t ~l~:Cofgidor overlooking the river, and the remainder of the park dedication to be in cash <br />plus $200.00 SpeCial park assessment per dwelling to defray the cost of the platform. <br /> <br />Motion carried, yoting Yes: Chairperson Hetland, Commissioners Florentius, Gookin, Johnson, <br />Prall and S4gokowski. Voting No: None. <br /> <br />Case #6: '~ Gi'een Tree Committee Minutes for the Month of March <br /> <br />Commissioner Fl, orent~us reformed the Park and Recreanon Comrmsslon that the April 25, 1992 <br />Arbor even~s pl~!ning (i.e. tree sale, demonstrational workshops and environmental expo) is <br />progressing [Well.! The Arbor Events Subcommittee, chaired by Beth Mitchell, has been meeting <br />every Wedn~sdaYr evening at City Hall since March 11, 1992. <br /> <br />Commissiozter Ftorentius reported that on Saturday, March 28, 1992, she attended the First <br />Annual Mi ~.~ eSo~ Urban Forestry Workshop in the City of St. Paul, along with Environmental <br />Specialist B~c'e l~acon and Ramsey resident Beth Mitchell. The City of Ramsey received its third <br />Tree City ~$A 4tward. The award is granted to cities for meeting the minimal standards of <br />spending $2400 pgr capita on trees, retaining a City Tree Inspector and holding Arbor Day events. <br />She added there is a new award called the Growth Award and felt that the City should aim for <br />higher goal4 andlreceive that award. She offered to find out what the stipulations are for this <br />award and 9/ill report back to the Commission. Commissioner Florentius stated the following <br />topics were ~ove~.ed at the workshop: (1) Building Partnerships for Trees; (2) Cost/Benefit of <br />Communit~ Forests; (3) Organizing Local Support through Tree Boards; (4) Forming <br />Partnerships~ witl~ Volunteers; (5) Cost-share Assistance; (6) Media Partnerships; (7) Fund <br />Raising; (8~ Pro~ect Ideas; and (9) Community Success Stories. <br />Parks/Utilities Cq0rdinator Boos extended his thanks and congratulations to Jacki Florentius and <br />Todd Cook ~grrr bqing instrumental in holding the citizens tree committee together. He suggested a <br />joint meeting of the Park and Recreation Commission and the citizens tree committee for the month <br />of May.
