<br />Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #07-11-302 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT #0816 TO REZONE CERTAIN <br />PROPERTY FROM B-2 BUSINESS TO R-l RESIDENTIAL <br /> <br />WHEREAS, on October 9, 2007 the City Council directed Staff to advertise a public <br />hearing on a request to rezone certain property in accordance with Section 9.03.03 (Zoning <br />Amendments) of the Ramsey City Code. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That the City of Ramsey, hereinafter referred to as "Applicant," has properly applied to <br />rezone certain property from B-2 Business to R-l Residential. <br /> <br />2. That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of <br />the City Code on November 1, 2007 and said public hearing was properly advertised, and <br />the minutes of said public hearing are hereby incorporated by reference. <br /> <br />3. That the property proposed to be rezoned is legally described as follows: <br /> <br />Lot 3, Block 4, Riverside West, Anoka County, Minnesota, according to the <br />recorded plat thereof and that part of Lot 1, Block 1, Riverview Bowl, Anoka <br />County, Minnesota according to the recorded plat thereof lying southerly of the <br />westerly extension of the north line of Lot 2, Block 1, said plat of Riverview Bowl. <br /> <br />4. That the total area of the property to be rezoned is 1.1 acres in size. <br /> <br />5. That no development is proposed for the Subject Property at this time. <br /> <br />6. That the proposed rezoning is located within the Metropolitan Urban Service Area (MUSA) <br />boundary. <br /> <br />7. That the Subject Property is currently zoned B-2 Business and the surrounding properties <br />are zoned B-2 Business and R-I Residential. <br /> <br />8. That the Subject Property is located within the Mississippi River Overlay District. <br /> <br />9. That the proposed rezoning, as proposed, will be compatible with surrounding land uses. <br /> <br />10. That the proposed rezoning will not exercise substantial detrimental influence on the <br />market value of surrounding properties. <br />
