Absent: Commissioners Gookin, Johnson and Prall. <br />COMMISSION INPUT <br />1) Propose{i Changes to Subdivision Ordinance <br />Parks/Utilities C.'oordinator Boos stated that the Subdivision Ordinance, Park and Open Space <br />Dedication ~aortiCn of the City Code, with suggested revisions, was disseminated at the last Park <br />and Recrea~on Commission meeting. Because the ordinance was not included in this agenda, <br />Commissiofier F~rentius requested Mr. Boos read the proposed changes. <br /> <br />Motion by Commissioner Swokowski and seconded by Chairperson Hetland to recommend to <br />City Counc~ to aidopt the proposed changes in the Park and Open Space Dedication portion of the <br />City Code. <br /> <br />Motion cartt, ied. Voting Yes: Chairperson Hetland, Commissioners Swokowski, Cook and <br />Florentius. yotirtg No: None. Absent: Commissioners Gookin, Johnson and Prall. <br />2) EmaraldI Pond <br />Parks/Utilities C~ordinator Boos stated that City Staff prepared a preliminary park plan for <br />Emerald Po~d Palrk and hope to begin improvements this year. He stated what is being proposed <br />is a softball Oeld,[soccer/football field, tot lot, trail, a bridge to access the island, picnic areas, etc. <br />The fundinl~ for !these improvements are coming from the remaining park dedication for the <br />developmen~t andithe park assessment per lot. Thus far, the rough grading is completed and the <br />grass is "str~ ggli6g to grow". <br /> <br />City Administrator Schroeder informed the Commission that Staff will be requesting Council's <br />authorizatiola to P~roceed for bids for the Emerald Pond improvements. It can either be done in <br />phases or all.;at once. He suggested the park would increase the salability of the lots in the area. <br /> <br />Motion by {2hair erson Hetland and seconded by Commissioner Florentius to inform the City <br />Council that the~I~ark and Recreation Commission is in support of proceeding with bids for <br />Emerald P~nd Park development and also if it is economically feasible, they support <br />developing/~.~mpl~ting the park all at once. <br /> <br />Motion carded.. Voting Yes: Chairperson Hetland, Commissioners Florentius, Cook and <br />Swokowski.; Voting No: None. Absent: Commissioners Gookin, Johnson and Prall. <br /> <br />3) Fisheriesl People and Trout <br /> <br />Parks/Utilities Co.Ordinator Boos stated that the Department of Natural Resources Fisheries people <br />will be coming it{ to do a feasibility study regarding stocking Trott and Ford Brook Ponds with <br />trout. <br /> <br />4) Park VolUnteer Program <br /> [ <br /> <br />Parks/Utiliti°s CoOrdinator Boos stated that he received info~vnation fi'om the City of Champlin and <br />that Kathi Pelerso~n also has some information regarding a park volunteer program. <br /> <br />Park and Recreation Commission/July 9, 1992 <br /> Page 3 of 4 <br /> <br /> <br />
