<br />Recommendation: <br /> <br />Staff recommends that the Committee select Option 1. Considering. the premise that the City is <br />committed to. retl,uning the excess assessment, all. properties would need to be treated equally. <br />It would be questionable whether the City could place conditions on the property owner's use <br />of the rebate.
