~ Ib.\,c
.,'A IICi"ldlls
WJ . ~.lIItl.adill!J
lIIe.

7060 143rd Ave NW, Ste 100 Ramsey, MN 55303-6014 (763)-427-0109 fax (763) 427-3806

March 3, 2008

City of Ramsey
Attn: Sean Sullivan
7550 Sunwood Drive NW
Ramsey, MN 55303

RE: 7060 143rd Ave NW and Adjacent Property Acquisition

I understand the City has fmally taken possession of the property adjacent to my existing
business. The City has had discussions with me regarding the purchase of this parcel for
my expanding business and I would like to formally complete that acquisition. Past
discussions with City Staff had identified a cost of $2.14 per square foot based on the
value of industrial land at the time. It was my understanding that the City agreed to allow
me to purchase one acre of the adjacent parcel if the land was acquired by the City. I was
under the impression that the negotiated price and terms of the possible sale were certain
and would not change over time.

I have been very pleased with past dealings with the City regarding the purchase of my
old property and the acquisition of my new parcel. I hope that the City will continue to
keeps its word and honor and adhere to the discussed terms and conditions of the
purchase of the additional land. I had identified this parcel immediately as necessary for
my ultimate business goals and tried to purchase the property directly from Vern
Kahlstorf. It was my intention to sell the remaining land to the City at the rate I had paid
for it. I have invested heavily in my new building and need additional property to store
my equipment and run an efficient business.

I understand the City has discussed the future use of this property to include possible
industrial development rather than an expansion of the existing Public Works facility.
I still would like an acre but understand that the use of the property has potentially
changed and that the City would need to retain more of this property for a developable
lot. I would like to acquire at least the north 120 feet (approximately 33,000 S.F.) of the
lot at a rate of $2.14 / S.F. I have added a new tenant to my building and have brought a
new business to the City of Ramsey. I really need the property now as we are over
crowded with my and our tenants business operations.

Thanks to Sean Sullivan, Jim Norman, Tom Gamec and the City Council for helping me
relocate my business to it current location and helping me expand. I hope to be able to
work through this land acquisition without too much trouble.

Sincerely,

fJ~

Dav erkins, President

35
