March 6, 2008
Page 2

We are looking at a building that would have at least 10,000 square feet of space for QDP and at least
10,000 square feet for JBT. This development would allow both companies to create several new jobs.
It is anticipated that JBT would increase its workforce by 5 employees and QDP would probably do the
same soon after the move and more in the future.

JBT and QDP both have several customers and vendors who are located in the AnokaJRamsey area and
thus it would be beneficial for all parties if a location in the City of Ramsey could be found to
accommodate the growing businesses.

Retaining JBT and acquiring QDP into the City of Ramsey's economic landscape would be
advantageous on many levels. Not only would the companies make improvements to the land, but the
creation of several jobs would shift more economic activity to the City. More employees will be using
the roads, purchasing goods and services in the City and otherwise contributing to the economic and
social development of Ramsey.

..
QDP Technologies and JBT Machining are committed to providing the highest level of customer
satisfaction possible and will be an asset to the economy and development of any city. We are confident
that moving or building a commercial location in the City of Ramsey will be mutually beneficial for
both companies and the City for many years into the future.

Thank you for this opportunity and please let me know if you are available to discuss this matter further
with Jeff Traun and myself. I can be reached at (763) 712-1626 or (763) 712-1818. I also invite you to
take a look at our website www.qdptech.com for more information about QDP.

sin~4P_

Troy Holien

TTH:jmb

54
