<br />Chairperson Van Scoy closed the regular portion of the Board of Adjustment meeting at 7:30 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearin2: <br /> <br />Chairperson Van Scoy called the public hearing to order at 7:30 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Geisler reviewed that in 2004, TSM Development received site plan and <br />subdivision approval to develop a self-storage facility on the comer of Ramsey Boulevard and <br />Bunker Lake Boulevard. Since that time, plan approvals have expired. TSM has also acquired <br />the two residential parcels directly on the comer of the site, and now wishes to revise their <br />development proposal. <br /> <br />When TSM received plan approvals in 2004, there was considerable discussion about how access <br />would be provided to the site. Anoka County initially recommended that all traffic enter the site <br />.via 14Sth Avenue, through the residential neighborhood. City Staff initially recommended that <br />14Sth Avenue be connected to Ramsey Blvd, as was originally intended when the surrounding <br />neighborhood developed. A compromise was eventually reached between the City, County, and <br />developer that included site access off of Ramsey Blvd only and a cul-de-sac off of 14Sth <br />Avenue. <br /> <br />As part of this compromise, the City Council directed staff to work with TSM on a reduced cul- <br />de-sac size. City Code requires urban cul-de-sacs to have a 100-foot pavement diameter and a <br />120-foot right-of-way diameter. The proposed cul-de-sac pavement is irregularly shaped, with a <br />diameter of 55-60 feet. The right-of-way is also irregular, with a diameter of 60-65 feet. <br /> <br />Code does allow for different street widths, depending upon traffic volume, street function, and <br />character of adjacent land. The proposed cul~de-sac will have low traffic volumes and no access <br />to the storage facility. The terminus of 14Sth Avenue is currently a dead-end, and the <br />con~truction of the cul-de-sac will actually improve turnaround capabilities for maintenance and <br />emergency vehicles, as well as the general public. <br /> <br />Staff is recommending approval of the variance. <br /> <br />Citizen Input <br /> <br />Mr. Wayne Grover, 7040 14ih Avenue, stated he could not believe they would put a street <br />through to accommodate a commercial strip. <br /> <br />Chairperson Van Scoy indicated the cul-de-sac will not provide access to the storage facility <br />from the neighborhood. <br /> <br />Associate Planner Geisler indicated that was correct and there would also be a fence around the <br />property . <br /> <br />Board of Adjustment/September 6, 2007 <br />Page 6 of7 <br />
