<br />Councilmember Dehen asked why the City cannot ask the DNR to conduct their remodeling and <br />analysis earlier so it can be constructed in 2008. <br /> <br />City Engineer Jankowski stated that he has talked to them about this and they have said that the <br />funds have not yet been allocated, so while they have the plans to do it, they don't have the <br />required money. <br /> <br />Councilmember Dehen stated that he would like to at last try to put pressure on them and inform <br />them that the City would like to get it constructed in 2008. <br /> <br />Motion by Chairperson Elvig, seconded by Mayor Gamec, to recommend to the City Council <br />that staff be directed to pursue a schedule for the Ermine Boulevard project for construction in <br />2008 and that a CLOMR be prepared and submitted to FEMA. <br /> <br />Further Discussion: A representative from Bolton & Menk stated that it will not take them long <br />to get this paperwork turned around and noted that they can communicate with the DNR about <br />the urgency of this project. Chairperson Elvig stated that he would like to communicate with <br />area residents that the City is trying to move this forward but there have been snags with the <br />DNR. City Engineer Jankowski stated that he could send out letters but would need to know the <br />parameters for who should receive a letter. Councilmember Dehen stated that he would like to <br />light a fire under the DNR because he doesn't feel that avenue has yet been exhausted. <br />Councilmember Dehen stated that he feels that the DNR should have to submit the necessary <br />paperwork to FEMA. <br /> <br />Motion carried. V oting Yes: Chairperson Elvig and Mayor Gamec. Voting No: <br />Councilmember Dehen. Absent: Councilmember Olson. <br /> <br />Case #6: <br /> <br />Review Comprehensive Surface Water Management Plan <br /> <br />Civil-Engineer Linton introduced Bill Douglas of Bolton & Menk who was present to talk about <br />the Surface Water Management Plan. <br /> <br />Mr. Douglas stated that he is the proj ect manager for this and noted that there was a letter to <br />Civil Engineer Linton that covers the main points of the document. He noted that he believes <br />that their Surface Water Management Plan allows for continued growth and also maintains <br />community character. He reviewed the statues, rules and reviewing bodies that this plan needs to <br />go through. He stated that currently they have found four impaired bodies of water in Ramsey: <br />Rogers Lake; Peltzer Pond; Rum River and the Mississippi River. <br /> <br />Mayor Gamec asked why Sunfish Lake and Lake Itasca were not on the impaired list. <br /> <br />Mr. Douglas stated that only about 20% of the lakes and streams in the State has been tested, so <br />there could be more impaired water, but this is what has been tested so far. He explained the <br />process for getting the process started to get the water up to standards.
