Civil Engineer Linton stated that this document has field verified parts of the City that were not
completed when the wetland buffer ordinance was adopted.

Chairperson Elvig confirmed that the City Council will need to adopt another portion of the
wetland buffer when this information is completed.

Civil Engineer Linton stated that is what will need to happen and noted that there are outside
agencies that also need to review this document. He stated that staff is recommending that the
City Council put this document out for comment and their hope is that this will be completed in
time to be part of the comprehensive plan. He stated that after the agency comments are
returned, he thinks it would be a good idea to schedule a Council Work Session to discuss this
document.

Motion by Mayor Gamec, seconded by Councilmember Dehen to recommend to the City
Council that the draft Surface Water Management Plan be accepted by the Council and send
copies to the reviewing agencies.

Motion carried. Voting Yes: Chairperson Elvig, Mayor Gamec and Councilmember Dehen.
Voting No: None. Absent: Councilmember Olson.

Chairperson Elvig recessed the Public Works Committee meeting at 7:49 p.m. and reconvened at
8:00 p.m.

Case #4

Consider Establishing Topsoil Requirements in New Subdivisions

City Engineer Jankowski stated that the City is one of the largest users of water for irrigation
purposes in the metro area. He stated that this issue was discussed in 2006 and the Council
ratified the Public Works recommendation to amend Chapter 9 of the City Code to require 6
inches of topsoil with at last 40% organic material. He stated that the Council recommended that
the Environmental Protection Board review this and they noted that the 40% organic material
figure was probably not realistic because MnDot's figures are between 3% and 20%. He
distributed 2 soil samples and noted that although they both look like nice black dirt, the one
from a golf course has a higher organic content and will hold a larger amount of water. He stated
that staff is recommending an ordinance be considered that requires topsoil to have a minimum
of 10% organic content and if not, that compost material be incorporated into the topsoil.

Councilmember Dehen stated that he is concerned about this requirement because of some of the
larger lots in rural areas.

Chairperson Elvig stated that perhaps the City could make the ordinance be for a certain number
of feet around the house.

Mayor Gamec stated that he thinks the ordinance should apply to new lots that have sewer and
water.

City Engineer Jankowski stated that this ordinance would only be for new subdivisions.

Public Works Committee /January 15,2008
