<br />CASE # 4 <br /> <br />PARK DEDICATION FOR SAINT KATHARINE DREXEL CATHOLIC COMMUNITY <br />By:. Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Saint Katharine Drexel Catholic Communities has submitted a sketch plan for a minor <br />subdivision at the northwest corner of 16pt Avenue NW and Variolite Street NW. They are <br />proposing to construct church and parking lot on the site. The minor plat is to develop 5 acres <br />of the site, the remainder will be an outlot for future development. <br /> <br />Observation: <br /> <br />They are proposing to develop the site in stages as the congregation grows. The site adjoins <br />Central Park. Land dedication will not be considered for this development. The City has <br />identified the need for an alternate road connection from Central Park to the east across this <br />property. The proposed development is on the east side of the site, away from Central Park. <br />The topic has been brought up in discussions with the developer so that future plans can <br />incorporate this connection. <br /> <br />The proposed building most closely resembles a commercial use so the commercial rate of <br />$4,738 /acre is being used. The commercial trail fee is $1,090 /acre. <br /> <br />City policy requires trail connections on both sides of State Aid Route and Variolite Street is a <br />State Aid Route. The adjacent area is low density residential and there is a trail on the east <br />side of Variolite Street. Staff recommends reserving a trail easement along the east side of this <br />property so that a trail can be constructed in the future when needed. Staff recommends that a <br />trail be constructed along 16pt Avenue from Variolite Street to Central Park. This will provide <br />connectivity to the trail along Variolite and the proposed trail and boardwalk along Ditch 66. <br />The trail along 161 st Avenue outside the plat would not be trail credit eligible because the <br />outlot is also owned by the church. <br /> <br />The utility plan for the site shows extending sanitary sewer across the site to serve the west <br />side of the lot. A stub should be provided so that a forcemain could be extended from the <br />existing septic system in Central Park. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends park dedication for Saint Katharine Drexel Catholic Communities first phase <br />be satisfied with a cash contribution of $23,690 (5.00 acres @ $4,738). Trail fees should be <br />satisfied with a cash contribution in the amount of $5,450 (5.00 acres @ $1,090). <br /> <br />Commission Action: <br />
