CASE # ~

CONSIDER ADOPTION OF A REVISED STREET LIGHTING POLICY
By: Steven Jankowski, City Engineer

Background:

During 2006 the Public Works Co~ittee initiated a revision of the City's Street Lighting Policy
which was first adopted in 1991 and last revised in October of 1992. In September of that year
staff reported a long standing goal of completing the installation of priority street lighting on all
intersections with state, county and arterial city streets was realized. Staff was directed to revise
the policy to address new issues which have become relevant to the city street lighting system.
Attached is the latest revision of the policy. The new policy languages provide the Council with
discretion to authorize priority street lights in locations deemed to benefit the safety of general
public. Council currently continues to fund $15,000 annually for such lights.

The final recommendation of the Council in considering this revised policy was that it be
reviewed by the Park and Recreation Commission to have the new policy address lighting that
might be considered necessary to the City's trail system. The Park and Recreation Commission
met on November 9, 2006 to address this issue. A copy of the minutes from that meeting is
attached to this case. It was the recommendation of the Commission that street lights be placed at
trail intersections with state, county and arterial City streets. Staff will be compiling a list of
eligible locations, however, there are anticipated to be few such locations which are currently
unlit. .

Recommendation:

Staff recommends that the draft Street Lighting Policy be recommended to the City Council for
adoption.

Action:

Motion to recommend adoption of the attached Street Lighting Policy to the City Council.

Reviewed By:
Director of Public Works/Principal City Engineer
Finance Officer
Civil Engineer II
Park Supervisor

PW: 04/15/08
