<br />..; t.) <br /> <br />STREET LIGHTING POLICY <br /> <br />Purpose: <br /> <br />It shall be the purpose of this policy to provide for a rational basis for the location, types, <br />and methods of installing and financing of municipal street lighting within the City. <br /> <br />General: <br /> <br />Two distinct classifications of street lighting within the City are acknowledged. Priority <br />street lighthlg shall consist of street lights placed at key interse~tions and locations within <br />the City. ,The chief benefit from this class' of lighting is to improve safety at higher <br />volume intersections and on high speed roadways. Because of the general nature of the <br />benefit from this type of lighting it shall be. financed through revenue derived from the <br />general fund and a citywide street lighting utility. ' <br /> <br />Subdivision lighting is the second classification of street lighting. The increased. benefit <br />from this continuous type of lighting includes greater pedestrian safety and increased <br />crime deterrent. These benefits occur .chiefly to residents' of subdivisions and <br />neighborhoods, who should be involved in the decision to provide such street lighting and . <br />the financing of the system. <br /> <br />Priority Street Lighting: <br /> <br />Eligibility for priority street lighting shall include the intersection of city streets with state <br />trunk. highways, county roads, and city. arterial an4 collector streets.' In addition priority <br />lightmg eligibility shall also be considered wl:l:ere one or more factors may establish a <br />basis for street lighting that will benefit the general public. These factors shall include: <br />. High frequency of nighttime accidents <br />.'. Marked pedestrian crossings <br />. Locations used by a high number ofpe.destrians near parks and schools <br />. Selected intersections on neighborhood collector streets were traffic volumes <br />are significantly higher than on adjacent residential streets. <br />. Within the Ramsey Town Center. . <br /> <br />Priority Street lighting shall consist of wood or fiberglass standards equipped with 150 . <br />watt high pressure sodium lamps and cobra head luminaries fitted with flat glass lens. <br />Other technical specifications shall be determined by the Director of Public Works. <br /> <br />Subdivision Street Lighting: <br /> <br />This type of street lighting shall consist of continuous lighting provided at 200 t0300 foot <br />intervals throughout a subdivision or neighborhood. The light standard shall be a <br />fiberglass with a traditionaire style fixture equipped with a 150 watt full cutoff luminair. <br />Alternative styles' may be installed with the approval oftheDirector of Public Works. <br /> <br />26 <br />
