Reviewed By
DISCUSSION REGARDING THE TERMS OF CITY COUNCIL MEMBERS
WHO ARE APPOINTED TO THE EDA
Givonna Reed Kone, Human Resources Manager
Background
At a recent Personnel Committee meeting, staff was directed to research whether the
terms of City Council members who are appointed to the EDA expire annually or at the
end of the individual's term on the City Council.
The City Attorney has reviewed this issue and advised that per Minnesota Statutes and
the City Code, EDA terms for Council Members are six years unless a Council Member
leaves his/her City Council office. Minnesota Statutes state that "A vacancy is created in
the membership of an authority when a city council member of the authority ends the
council relationship." State statutes further provide that "The city council may set the
term of the commissioners who are members of the city council to coincide with their
term of office as members of the city council"
The applicable sections of the City Code and State Statutes are attached for your review.
Committee Action
Contingent upon Discussion
City Council Action
Contingent upon discussion.
Attachments
Minnesota Statutes, Section 469.095, Subd. 2
Ramsey City Code, Section 2.02.01, Subd. 1
Kurtis G.
