Background: <br />CONSIDER SELECTING TH10 INTERCHANGE LAYOUTS <br />By Brian Olson, Director of Public Works <br />CASE # <br />The City has been working with MN/DOT and Anoka County for several years to address <br />the traffic congestion on TH10. The area between TH10 and the BNSF tracks was <br />officially mapped and properties in the Map Area have been acquired as owners desired <br />to sell and funds became available. The Map Area roughly defines the proposed right of <br />way for converting TH10 to a freeway. The City obtained a federal grant to begin <br />selection of interchange designs. The goal of this project is to define the right -of -way <br />giants for the interchanges and officially map them so that land preservation can begin. <br />The study has focused on the Sunfish Lake Boulevard/ TH10 and Ramsey Boulevard/ <br />TH10 intersections. <br />The SRF Consulting Group was selected in 2007 to begin the design process. They <br />produced several designs that were presented in work session and public meetings. The <br />public meetings included a meeting held in the Alexander Ramsey Room and one at the <br />Youth First Building. The project will be constructed with federal funds; the federal <br />rules require inclusion of an alternative to avoid the mobile home community in the <br />evaluated options. A matrix was created for evaluation the potential designs and a copy <br />of the matrix is included in your packet. <br />The designs were also forwarded to MN/DOT and Anoka County for review and <br />comment. The design preferred by MN/DOT and Anoka County is for single point <br />interchanges at both intersections. <br />The preferred layout is posted on the City website under TH10 and a copy is included in <br />the packet. A post card was sent out the week of April 14. The distribution list was the <br />same as the one for the public meetings. SRF will be at the City Council meeting with a <br />presentation and to answer questions. <br />Funding Source: <br />The funding source for the study is the grant received. The funding source for <br />construction of the interchanges has not been determined. <br />
