-138— <br />Mr. Jon Enstrom, 8702 - 181 Avenue NW, stated would like to see vehicles straightened up in <br />the City. However, having a faun he has a lot of concerns in limiting the number of vehicles. He <br />has many vehicles that cannot be licensed, and they are part of his every day business. He <br />suggested there should be some kind of exclusion for farms. <br />Interim Community Development Director Frolik indicated current City Code has a clause for <br />agricultural vehicles. <br />Councilmember Look pointed out that Subdivision 3 lists the area as residential development. <br />Interim Community Development Director Frolik requested direction from the Council in order <br />for staff to draft another ordinance. She explained the amended ordinance will be required to go <br />back to the Planning Commission for another public hearing. <br />Council and staff discussed the proposed ordinance amendment. <br />Consensus of the Council was general agreement with the proposed ordinance amendment with <br />the following incorporated into the amendment: <br />• More than 1 vehicle properly stored on 1 trailer to be considered as one unit. <br />• 5 units allowed on property less than 5 acres <br />• 8 units allowed on property 5 acres or greater <br />• Consideration of a hardship clause with parameters <br />■ Side and rear yard setback requirement unless there is a buffer such as a privacy fence <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to postpone introduction <br />of the ordinance amendments to off - street parking regulations in Ramsey City Code; Case of <br />City of Ramsey. <br />City Attorney Goodrich advised due to the amount of changes to the proposed ordinance, another <br />public hearing at the Planning Commission is required. <br />The motion on the floor was withdrawn by Councilmembers Look and Elvig. <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to direct staff to draft the <br />ordinance amendment to off - street parking regulations in Ramsey City Code incorporating the <br />above recommendations, and to schedule the ordinance amendment for a public hearing at the <br />Planning Commission. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Look,, Elvig, Dehen, and <br />Strommen. Voting No: None.
