2. Home occupation proposals that propose to operate beyond the scope of the criteria will continue to be processed through the Planning Commission and City Council. 3. All home occupations will be required to obtain a permit. This will provide the City with a database of all home businesses; and it eliminates the enforcement issues raised when `low profile' businesses that initially didn't need a home occupation permit expand into a more intense use. 4. The 3 acre threshold required for a business in a garage or accessory building is removed. 5. The 3 acre threshold for non- resident employees is removed. If adopted, City Staff would implement a new Home Occupation Permit form and policy for permits issued administratively. The permits would be reviewed and issued by the Planning Division of the Community Development Department. Prior to issuance, Planning would route the applications through the Building Permits Division, Police, Fire, and Anoka County Environmental Services. The Planning Commission conducted a public hearing on April 3 regarding the proposed amendments to the home occupation regulations. There were only minor questions asked by one or two persons in the audience; there were no written comments received regarding the proposed ordinance. Recommendation: The Planning Commission recommended that City Council not take action to amend the home occupation regulations. Council Action: Motion to adopt Ordinance #08- to amend Section 9.11.04 (Home Occupations). of the Ramsey City Code. -or- Motion to deny. the proposed ordinance to amend Section 9.11.04 (Home Occupations) of the Ramsey City Code.
